Server templates are grouped in folders called applications. Setting user rights to a template is done by setting user rights on the application to which it belongs. To add an application, right-click Server Templates and choose Add Application. The following dialog will appear:

In this dialog you must specify the application's name and the XSLT engine it will use to process the templates.
