As workaround you can use SVG to rotate the text:

From what I understand the XSL-FO spec only allows reference-orientation in increments of 90 degrees, meaning something like this will not work:


<fo:block-container reference-orientation="45">
    <fo:block>
        TEST
    </fo:block>
</fo:block-container>


Is there any way around that restriction?
