How to design Static Documents without DataSource?

          For Static documents there is no need of pre-filling documents, in such a case i think there is no need of accessing DataSource for Static Documents.

          Either we are developing a static or Dynamic document, it seems like we must link a DataSource for the document.

          Can anyone Please suggest me how to develop a XFD doc(Static) without linking DataSource to it?
